HOW SKILLS WORK
Reusable instructions, loaded when relevant.
What skills contain
Skills package instructions, examples, reference resources, and, when needed, scripts or code for specific repeatable tasks.
When skills are used
When skills are installed and available, supported AI platforms can select and load the relevant skills when a user’s task matches what they are designed to do.
Where skills are managed
Skills are installed, shared, or provisioned through the AI platform or workspace. The exact management model depends on the platform.
Enterprise deployment controls
The platforms do not implement skills in exactly the same way.
| Comparison | ChatGPT Enterprise | Claude Enterprise | Microsoft 365 Copilot |
|---|---|---|---|
| How skills work | Installed skills are available to ChatGPT, which can use one or more automatically when they are helpful for the task. | Claude reviews enabled skills, loads the ones relevant to the task, and applies their instructions when needed. | Copilot Studio does not use the same end-user skill model. Developer-built skills are registered as capabilities an agent can call during a conversation. |
| Admin control | Workspace admins can manage who may create, use, upload, share, publish, or install skills. | Owners can provision skills organization-wide or distribute them to selected groups through plugins. Users can disable provisioned skills, but cannot delete them. | Microsoft 365 admins deploy the agent that contains those capabilities to the organization, users, or groups. |
| Packaging | Standalone skill, or a plugin that includes skills. | Skill package or plugin containing one or more skills. | Copilot Studio agent with registered skills, tools, or flows. |
